This new mall project was supposed to fix the neighborhood after HUD's clientswere relocated to town to accost African and European Americans and rapethem. Rapes, assaults, shootings, and murders occurred thousands of timesin this neighborhood over the years. Nothing relocates a stubborn Europeanlike a raped or dead relative or neighbor. Nothing.
