(St. Louis.) Homeowner Don Kelly*, citing subtle discrimination, has turneddown a developer's offer to buy his property.
"I believe Owen made a low offer because I'm black," the developersaid, adding that the immediate neighborhood is predominantly black andsome "people would like to see us go."
A pokesman for the developer, said his firm's offer of $95,000 for Kelly'sproperty was nearly twice its market value. The developer disputed Kelly'sdiscrimination charge. "This was simply about money. We made an offer,he turned it down and wants to stay."
The develper said his firm would have pursued eminent domain if Kelly'sproperty were crucial to the development, but it isn't. Other propertiespurchased by Owen on the range went for $42,000 to $54,000.
